City Plan is READY!

This is a historic moment for our city. Mayor Stephen Luecke and his City Plan Team are ready to present the Final Draft of City Plan, South Bend’s first comprehensive plan in over 40 years, to the Area Plan Commission (APC) and the Common Council for adoption. All are invited to attend these public hearings (details below). City Plan will guide the growth and development of South Bend for the next 20 years. Mayor Luecke has extended an invitation to the public to “Please join me in committing our imagination, our talents, and our resources to implement this Plan as we make South Bend one of the most livable cities in the country.”

The level of public participation in the process to create City Plan has been unprecedented. More than 3,000 people participated in the 48 public meetings held during the three year public process. The City Plan Civic Alliance and City staff also conducted hundreds of smaller meetings with area experts and stakeholders in topics such as land use, transportation, housing and economic development. APC and Council approval will mark the culmination of Plan development and the beginning of Plan implementation.

The Final Draft of City Plan consists of thirteen chapters and can be downloaded from Chapters 1 and 2 provide Introduction and Local Context. Chapters 3 through 12 cover the 10 key topic areas, the heart of the Plan. Chapter 13 explains implementation and includes an Implementation Action Plan which establishes priorities for the first five years organized within eight broad strategies. Join the Mayor at the APC public hearing September 19 at 3:30 PM and the Common Council public hearing on October 9 at 7:00 PM. Both public hearings are in the Council Chambers on the 4th floor of the County-City Building, at 227 W. Jefferson Boulevard.
